Who issues permits?
In Quebec, building and renovation permits are issued by the municipality where the property is located. Each city has its own zoning and building by-laws: Vaudreuil-Dorion’s requirements may differ from those of Pointe-Claire or Saint-Lazare.
Checklist
- Check with the planning department whether the work requires a permit or certificate of authorization
- Have the property address and lot number ready
- Describe the work: type, area, materials
- Attach the requested plans or sketches (some work, such as an addition, needs plans signed by a professional)
- Provide an up-to-date certificate of location if the municipality requires it
- Give the contractor’s name and RBQ licence number
- Include the estimated cost of the work and planned dates
- Check special rules: heritage zone, shoreline buffer, septic system, condominium
- Wait for the permit to be issued before starting work, and display it if required
Work that often needs a permit
Additions, structural changes, basement finishing, door and window replacement, new siding or roofing: depending on the municipality, this work often requires a permit. Even “small” jobs may be covered; always ask before starting.
